NEC casino plan safe from credit crunch
The credit crunch will not restrict the development of a £90 million casino and leisure complex at the NEC, the company behind the scheme has said.
The announcement comes as many other large scale projects in Birmingham and the surrounding area are put on hold by developers fearful of the current economic climate.
Genting Stanley, which recently moved its UK headquarters to Birmingham, is the largest casino operator in the country with more than 40 outlets.
The business is owned by Malaysia-based Genting International, a publicly traded subsidiary of Genting Berhad that operates resorts and casinos around the world. The company plans to operate the NEC casino and the venue is expected to be a major enticement in helping lure tourists to the exhibition centre site.
The scheme comprises a casino with 150 slot machines and a maximum jackpot of £4,000, a hotel and spa, bars and restaurants.
However, the plan is dependent on Solihull Borough Council granting the company a licence to operate the casino.
The authority’s licensing committee is drawing up the ground rules for the decision-making process and it is likely that a public consultation exercise will be necessary before the licence is approved.
Bids from prospective casino operators have to be submitted by April next year and if there is only one bidder then the licence is likely to be granted by June 2009.
If there are two or more bidders, a final decision could be delayed until this time next year.
Executive deputy chairman of Genting Stanley, Peter Brooks, said that the company would be working with both the NEC and the Solihull authority to make the process as easy as possible.
However, he said that no planning application would be submitted until the licence was granted.
“We will work hard with both the NEC and SMBC to develop the project,” he said. “We want to create something that everyone can be proud of.”
Asked if the poor economic climate had had an impact on the scheme, Mr Brooks said: “The timetable for the project remains but it is a moving target.
“We are expecting to get project financing but we are in the hands of the financial markets. However, we have a robust plan, a strong covenant and we can address the challenges,” he added.
The company said it was wary of the current climate and the impact it could have for attracting customers to the new site, however, he added that by the time the casino was ready to open – probably early 2012 if everything goes to plan – the economy would hopefully have turned.
“If things haven’t calmed down by then, then there will be lot of larger things to worry about,” said Mr Brooks.
The casino development itself is expected to be a unique design and Mr Brooks said there were no comparable buildings anywhere else in the group’s portfolio.
However, he said the development would probably be on a scale of the Star City complex.
The scheme, in conjunction with a £28 million makeover of the NEC Arena, will create more than 1,000 jobs and is crucial to a transformation strategy intended to turn the NEC from primarily a conference centre into a major leisure destination.
Although primarily known internationally for casinos, Genting Stanley’s parent group operates some of the most prestigious hotel complexes in the world.
One of the best known is as the Genting Highlands Resort in Malaysia, which offers a wide array of leisure and entertainment facilities supported by no less than 10,000 hotel rooms.
Genting International is also developing the £2.2 billion “Resorts World at Sentosa” integrated resort in Singapore which will be home to a world-class range of attractions including a Universal Studios theme park.

Goldman Sachs Purchases Rank Shares
Investment bankers Goldman Sachs has increased its holding in British land and online gambling group Rank by eleven percent to 16.1 percent, making it the second biggest shareholder after Malaysia’s Guoco Group Limited.
On Tuesday, Hong Kong-based Guoco increased its stake in the firm behind Grosvenor Casinos and Mecca Bingo to 17.08 percent, raising the ante in what could evolve into a bidding war.
Guoco is a subsidiary of investment group Hong Leong (Malaysia) Berhad run by Malaysian billionaire Quek Leng Chan and is looking to build a base in the UK casino market.
It has been gradually raising its stake in Rank since January, when it held around four percent, in direct competition with Malaysia’s Genting Group, who recently increased its stake to 12.67 percent.
There is also the UK’s Richardson family, whose interests include property and haulage, with a stake thought to be around eleven percent.

然而,目前只有英国、马恩岛(Isle of Man)及海峡群岛(Channel Islands)的玩家,可以存入赌本及下注赢真钱(Play for Real)。

Malaysia's Genting launches UK online gambling site
KUALA LUMPUR, June 27 (Reuters) - Malaysian gambling group Genting Bhd launched its first online casino brand, CircusCasino.com, in the United Kingdom, the company said on Friday.
Genting said its wholly-owned unit Genting Stanley Alderney Limited will run the site which gives players access to more than 100 casino, card and table games.
"Players from around the world will be able to access CircusCasino.com and view the Play for Fun games," Genting said in a statement.
However, only players from the UK, Isle of Man and Channel Islands can deposit funds and actually play the games, it said.
The entrance of Genting, which owns casino chain Stanley Leisure in the United Kingdom, has been seen as a vote of confidence for the online industry still struggling after internet gambling was effectively banned in the U.S. in September 2006.
Before being bought by Genting in 2006, Stanley failed with several costly attempts to build its own internet betting site.
The Kuala Lumpur-based casino operator may use the new site as a testing ground for potential launches in Asia where many countries are in the process of reviewing online gambling rules.
Genting owns Malaysia's sole casino license. It is currently building a $4.4 billion casino resort in neighbouring Singapore.
On the Malaysian bourse, Genting shares fell 3.5 percent to 5.60 ringgit by 0303 GMT in a broader market down 1.1 percent.

CTP St James sells car park at St Paul's Place
Developers CTP St James have sold the 520-space multi-storey car park at St Paul's Place in Sheffield to private investor Hanson Capital for £21.55m.The car park is a crucial part of Sheffield's acclaimed £130m mixed-use Heart of the City project. Construction is well under way and is scheduled to be completed by July 2008.
The car park will be managed by Q Parks. Its basement, which comprises a 22,250 sq ft casino, pre-let to Stanley Casinos, and a 7,500 sq ft retail/leisure unit, is also included in the sale.
Robert Firth, director of CTP St James, commented: "The successful sale of the multi-storey car park is resounding endorsement of the strength of Sheffield's economy and a testament to the success of the whole St Paul's Place development. Sheffield is now challenging Leeds hard for the title of Yorkshire's finest city."
The car park will provide much-needed parking space within the city centre, while the casino is destined to become an integral part Sheffield's thriving leisure scene. Interest is very strong in the remaining 7,500 sq ft retail/leisure unit and we hope to make a positive announcement on that in due course.
"The flagship St Paul's Place project comprises three Grade A office buildings, providing 200,000 sq ft of accommodation with secure car parking; up to 135,000 sq ft of bars/restaurants/retail accommodation; luxury apartments; the 520-space car park; the creation of Millennium Square; and a new four-star Mercure Hotel.
Standard Life bought 1 St Paul's Place, pre-let to law firm DLA Piper, for £22.8 million two years ago and 2 St Paul's Place in Sheffield, a 70,000 sq ft state-of-the-art office block, to Standard Life for £26.6 million earlier this year.
GVA Grimley and Knight Frank in Leeds acted for CTP St James, while Charles Matthews acted for Hanson Capital. The Leeds office of HboS, meanwhile, advised CTP St James on the sale,
Mark Rawstron, Investment Partner of GVA Grimley, commented: "Despite the current credit crunch and lack of investor confidence, there are still sensible deals to be done between reputable parties with proven track records".

Apartments Plan For City Centre Cinema Site
Apartments Plan For City Centre Cinema Site
Sep 6 2007 by Sion Barry, Western Mail
PART of a city-centre leisure complex could make way for a 260-unit apartment project in Cardiff if a property developer’s plans materialise.
As part of the ambitious project, Cardiff-based property development company Hawtin plans to also create a 30,000 sq ft casino at the Millennium Plaza entertainment complex next the Millennium Stadium.
Hawtin, which is listed on London’s Alternative Investment Market, said the scheme’s current cinema complex, operated by Vue, would make way for the apartment project and potentially a casino as well.
The chief executive of Hawtin, Richard Hayward, said, “We are looking at building 260 units where the current cinema complex is, with an option for some car parking on the site as well.
“The apartments, over eight floors, would be in the £150,000 price range, creating a vibrant community in area of the city centre which has been somewhat neglected, with the focus currently on the St David’s 2 scheme. We are in a position to submit a planning application within three months.”
Mr Hayward, who also runs his own highly successful privately owned property development and investment company – Richard Hayward Properties – confirmed that Stanley Leisure was interested in operating the proposed casino at Millennium Plaza, with talks also taking place with a local operator.
Millennium Plaza already has planning consent for a casino and approval from the Gaming Control Board, but a licensing application was recently rejected by Cardiff magistrates.
Newport-born Mr Hayward, said, “The rejection was based on the argument of no need, which we found surprising as Cardiff had been bidding for a supercasino.
“We are hopeful of a successful appeal as Swansea, with its regional casino [Aspers] has stolen a march on Cardiff in this area.”
Since taking over as chief executive of Hawtin last year, Mr Hayward that the business was now in position to make the required jump to becoming a sizeable UK-wide property company.
He added, “It has been a battle royal and there was initially resistance, but we have gone from being a £10m [based on value of assets] company to a £70m one.
“However, we no longer want to be doing a plethora of £1m deals. The challenge now is for Hawtin is to do deals in excess of £100m, which is very exciting.
“In the Welsh marketplace we are a significant business, but when you look at the assets of some London-based property companies then we are insignificant. However, we are ambitious and looking to the future with real confidence.”
His privately owned company has this year concluded sales and acquisitions in the property sector to the value of £250m.
Hawtin acquired Millennium Plaza last year in a £1m-plus deal.
